On the 26th of August Massena arrived before Almeida, a strongly fortified town not thirty miles from Ciudad Rodrigo. Wellington hoped that it would detain him at least a month, for it had a good Portuguese garrison, commanded by Colonel Cox, an English officer: and he himself drew near, to be able to seize any opportunity of damaging the besiegers. But in the night of the 27th there was a terrible explosion of a powder magazine, which threw down part of the wall, and made the place untenable. Treachery was immediately suspected, and what followed was sufficient proof of it; for the Portuguese major, whom Colonel Cox sent to settle the terms of the capitulation, went over to the French, and was followed by a whole Portuguese regiment with the exception of its British officers. This was a great disappointment to Lord Wellington, whose plan was to detain Massena till the rainy season set in, when he would at once find himself embarrassed by bridgeless floods and in intolerable roads, and, as he hoped and had ordered, in a country without people and without provisions.PIUS IX. The Duke of Brunswick fell at the head of his troops at Quatre Bras, without having the satisfaction of witnessing the final ruin of Buonaparte. So many of Wellington's staff were disabled that he had at one time no officer to dispatch with a pressing order. A young Piedmontese, of the family of De Salis, offered himself. "Were you ever in a battle before?" asked the Duke. "No, sir," he replied. "Then," said the Duke, "you are a lucky man, for you will never see such another." When the Duke, who had witnessed so many bloody battles, saw the carnage of Waterloo, and heard, one after another, the losses of so many companions in arms, he was quite overcome. In his despatches he says: "I cannot express the regret and sorrow with which I look round me, and contemplate the losses that we have sustained." ONE:The action of private benevolence was on a scale proportioned to the vast exertions of the Government. It is quite impossible to estimate the amount of money contributed by the public for the relief of Irish distress. We know what sums were received by associations and committees; but great numbers sent their money directly, in answer to appeals from clergymen and others, to meet demands for relief in their respective localities. In this way we may easily suppose that abuses were committed, and that much of the money received was misappropriated, although the greater portion of it was honestly dispensed. Among the organisations established for raising contributions, the greatest was the British Relief Association, which had for its chairman and vice-chairman two of our merchant princes��Mr. Jones Loyd, afterwards Lord Overstone, and Mr. Thomas Baring. The amount of subscriptions collected by this association, "for the relief of extreme distress in Ireland and Scotland," was ��269,302. The Queen's letters were issued for collections in the churches throughout England and Wales, and these produced ��200,738, which was also entrusted to the British Relief Association. These sums made together no less than ��470,040, which was dispensed in relief by one central committee. One-sixth of the amount was apportioned to the Highlands of Scotland, where there was extensive destitution, and the rest to Ireland. In fact, the amount applied to these objects by the association exceeded half a million sterling, for upwards of ��130,000 had been obtained by the sale of provisions and seed corn in Ireland, and by interest accruing on the money contributed. In administering the funds placed at their disposal, the committee acted concurrently with the Government and the Poor Law authorities. It wisely determined at the outset that all grants should be in food, and not in money; and that no grant should be placed at the disposal of any individual for private distribution. The committee concluded their report to the subscribers by declaring that although evils of greater or less degree must attend every system of gratuitous relief, they were confident that any evils that might have accompanied the application of the funds would have been far more than counterbalanced by the benefits that had been conferred upon their starving fellow-countrymen, and that if ill-desert had sometimes participated in their bounty, a vast amount of human misery and suffering had been relieved.But, in the autumn of 1781, they resolved on a renewed attack of the most vigorous kind. Elliot received information of this, and determined to anticipate the plan. At midnight of the 26th of November he ordered out all his grenadiers and light infantry, including the two veteran regiments with which he had seen service in Germany so many years ago, the 12th, and the regiment of General Hardenberg. Three hundred sailors volunteered to accompany them, and the brave old general himself could not stay behind. The detachment marched silently through the soft sand, and entered the fourth line almost before the Spanish sentinel was aware of them. In a very few minutes the enemy was in full flight towards the village of Campo, and the English set to work, under direction of the engineer officers, to destroy the works which had cost the Spaniards such enormous labour to erect. The Spaniards for several days appeared so stupefied that they allowed their works to burn without any attempt to check the fire. In the following month of December, however, they slowly resumed their bombardment. Nevertheless, it was not till the spring of 1782 that the Spaniards were cheered by the news that the Duke of Crillon was on his way to join them with the army which had conquered Minorca.

Fox, of course, demanded to be informed of the disposal of the secret-service money, but Newcastle replied that his brother never disclosed that to any one, nor would he. Fox reminded him that Pelham was at once First Lord of the Treasury and leader of the Commons, and asked how he was to "talk to members when he did not know who was in pay and who was not?" And next he wished to know who was to have the nomination to places? Newcastle replied, Himself. Who was to recommend the proper objects?��Still himself. Who to fill up the ministerial boroughs at the coming elections?��Still Newcastle himself. Fox withdrew in disgust, and Newcastle gave the seals of the Secretaryship to a mere tool��Sir Thomas Robinson, a dull, uncouth man, who had been some years ambassador at Vienna, and had won the favour of the king by his compliance with all his German desires. Robinson, according to Lord Waldegrave, was ignorant even of the language of the House of Commons, and when he attempted to play the orator, threw the members into fits of merriment. Newcastle, says Lord Stanhope, had succeeded in a very difficult attempt��he[118] "had found a Secretary of State with abilities inferior to his own."

THREE:On the Rhine there was a good deal of sharp fighting between the French and Austrians. General Bender had been compelled to surrender Luxembourg, on the 7th of July, and allowed to retire with his army of ten thousand men into Germany, on condition of not serving again till exchanged. There then remained little on either bank of the Rhine to restrain the advance of the French, except Mayence on the left bank, and Manheim and Düsseldorf on the right. Pichegru, in August, made himself master of both Düsseldorf and Manheim, and was advancing to the reduction of Heidelberg when he was met by old General Wurmser, and driven back to Manheim. He was, in fact, meditating treachery. Jourdain, who was advancing in another direction to co-operate with Pichegru in the reduction of Mayence, was encountered by Clairfait, and driven back to Düsseldorf. Clairfait then attacked the French forces already investing Mayence, and the garrison making a sally at the same time, the French were completely dispersed, and part retreated north and part south. Wurmser then invested Manheim, and compelled its surrender on the 22nd of November. Pichegru signed an armistice with the Austrians before joining them. Jourdain also retreated.

TWO:In this situation the English General determined to attempt��what he should have attempted at first��to force the American lines. Accordingly, on the 7th of October, he drew out one thousand five hundred picked men, and formed them less than a mile from the American camp. No sooner were they descried, than they were attacked furiously by Poor's New Hampshire brigade. The attack extended rapidly to the right, where Morgan and his rifle corps stole round through some woods, and opened fire on the flank of the column. Other troops rushed out of the American entrenchments, and endeavoured to force their way between the British and their camp; but Major Ackland and his riflemen withstood them bravely; yet Burgoyne and his one thousand five hundred men were forced to fall back, leaving their cannon behind them. Morgan and his riflemen were now arriving, under cover of the woods, near the flank of the right wing; and Fraser, perceiving them, advanced to dislodge them. In this he succeeded, but was picked off by the American marksmen, as usual safe behind their trees, and fell mortally wounded. Meanwhile Colonel Brooks, at the head of Jackson's regiment of Massachusetts, was more successful. He turned the entrenchments of the German brigade, maintained his ground within the lines, and, to the wonderful relief of the Americans, seized the baggage of the Germans, and an ample supply of ammunition.

THREE:Britain was everywhere successful on the sea, and Lord Nelson, on the 1st of August, made an attempt on the French flotilla lying at Boulogne for the invasion of England. He was furnished with a flotilla of gunboats for the purpose, and he was able to destroy two floating batteries and a few gunboats, but found the fleet too strongly posted under the batteries of the harbour to make further impression. However, Napoleon saw that for the present an invasion was out of the question, and the autumn of this year was employed in endeavours to arrange a peace. Lord Cornwallis proceeded to Paris for this object, and went to Amiens, which was appointed as the place for the conference. The preliminaries were signed on the 1st of October, and General Lauriston, the schoolfellow and first aide-de-camp of Buonaparte, brought them over to London. The negotiations progressed slowly, being arrested now and then by the conduct of the First Consul. Without waiting for the ratification of peace, he sent off, on the 14th of December, 1801, only ten days after the signing of the preliminaries, a strong fleet and army to the West Indies to reduce the independent black Republic in St. Domingo. Britain was obliged to send reinforcements to her own West Indian fleet by Admiral Martin��so that it looked much more like war than peace. Again, in January, 1802, came the news of the election of Buonaparte to the Presidency of the Cisalpine Republic, directly contrary to the Treaty of Lun��ville, and betraying the ambitious aims of Napoleon. Immediately followed the news that Buonaparte had exacted from Spain a treaty by which Parma and the island of Elba were made over to France on the death of the present, already aged, duke; that Spain had been compelled to cede part of the province of Louisiana in North America, by the same treaty; and that Portugal, though the integrity of her dominions had been carefully guaranteed by the preliminaries of peace, had by a secret article given up to France her province of Guiana. A Republican constitution was forced on Holland, and in Switzerland instructions were given to the French Minister to thwart all efforts at the formation of a stable constitution. These revelations startled the British Ministers, but did not deter them from concluding the peace, with the full approbation of Pitt. It was not that the First Consul, who every day betrayed some fresh symptom of an insatiable ambition, was disposed to offer them tempting terms; on the contrary,[485] though we were never more able to dictate measures at sea, and he never less so, he was as haughty and dictatorial in his demands as if Great Britain had been completely under his feet. Yet the treaty went on, and was concluded and signed on the 27th of March, 1802. It settled nothing, as Britain refused to acknowledge the newly organised Republics, and declined to entertain Napoleon's preposterous suggestion that Malta was to be occupied by Neapolitan troops, under a neutrality guaranteed by all the chief European Powers; since it was well known that Napoleon, when it suited him, would cease to respect the conditions, and would readily dispossess the troops of Naples. Though Pitt believed him to have been sincere, Grenville, Windham, and Spencer saw that the ambition of the "Little Corporal" was insatiable, and denounced the treaty.

TWO:In the meantime, the Ateliers Nationaux, or Government workshops, had, as might have been expected, miserably failed to answer their object, and the working classes were now in a state of great destitution and dangerous discontent. The number of persons employed in the national workshops had increased to 120,000; misery was extending to all classes of society; one half of Paris was said to be feeding the other half, and it was expected that in a short time there would not be a single manufacture in operation in Paris. It was therefore determined to reduce the number of workmen employed by the Government, and the[554] reduction was begun by sending back 3,000 who had come from the provinces. But having passed the barrier, 400 returned, and sent a deputation to the Executive Committee at the Palace of the Luxembourg. The interview was unsatisfactory, and the deputation marched through the streets, shouting, "Down with the Executive Commission! down with the Assembly!" They were joined by great numbers, and it was soon discovered that an insurrection had been fully organised; and, although next morning the National Guard appeared in great force in the streets, the people began to erect barricades at the Porte St. Denis, the Porte St. Martin, in the Faubourg St. Antoine, and in various other places. The Government had, however, made effectual arrangements for putting down the riots; but the army, the National Guard, and the Garde Mobile had to encounter the most desperate resistance. Paris was declared by the Assembly to be in a state of siege, and all the executive powers were delegated to General Cavaignac. Next day he was reinforced by large numbers of National Guards from the provinces. Sunday came, and the dreadful conflict still continued. In the evening of that day the President of the Assembly announced that the troops of the Republic were in possession of a great number of the strongholds of the insurgents, but at an immense loss of blood. Never had anything like it been seen in Paris. He hoped that all would that night be finished. This day (June 25th) was signalised by the murder of the Archbishop of Paris.

TWO:On the 24th of June Parliament was prorogued by commission. The Royal Speech expressed thanks for the attention that had been given to the affairs of Ireland, and the settlement of the Catholic question, which the king hoped would tend to the permanent tranquillity of that country, and to draw closer the bonds of union between it and the rest of the empire. It was announced that diplomatic relations had been renewed with the Porte, for which ambassadors from England and France had taken their departure. But it was with increased regret that his Majesty again adverted to the condition of the Portuguese monarchy. He repeated his determination to use every effort to reconcile conflicting interests, and to remove the evils which pressed so heavily on a country the prosperity of which must ever be an object of his solicitude. The condition of that country was, indeed, most deplorable under the lawless despotism of Dom Miguel, who, on the abdication of his brother Dom Pedro in favour of Do?a Maria da Gloria, had been appointed regent, but had subsequently assumed the royal title, and driven his niece from the country. He overruled the decisions of the courts of justice regarding political prisoners, and inflicted the punishment of death by his own mere arbitrary order, when only transportation had been decreed by the judges. He crowded the prisons with the most distinguished supporters of constitutional government, confiscated their property, and appropriated it to his own use. Yet this monster would have been acknowledged by the Duke of Wellington. Had the Duke been free to follow the dictates of his own judgment, he would have at once resumed the diplomatic relations which had been broken off between the two states. But Britain was committed to the young queen by the policy of the preceding Administration; and the Duke, though he believed that policy to be unwise, could not break through it in a moment. It was not without difficulty, however, that Britain maintained her neutrality between the contending parties. The Portuguese refugees endeavoured, under various false pretences, to avail themselves of British hospitality, for the purpose of conveying arms and ammunition, and bodies of troops into Portugal, to restore the queen. They asserted that they were sending them to Brazil, but really conveyed them to Terceira, one of the Azores, where Do?a Maria had been proclaimed. The consequence was that 4,000 Portuguese troops, which were lying at Plymouth, were ordered to disband, and Captain Walpole, with a squadron, was sent to watch the Portuguese ships in the Atlantic, in order to avoid the imputation of violating the neutrality. His orders were to proceed to the Azores, to intercept any vessels arriving at those islands, and "should they persist, notwithstanding, in hovering about or making any attempt to effect a landing, you are then to use force to drive them away from the neighbourhood." Walpole intercepted four vessels, containing a force of 650 men under the command of the Duke of Saldanha. They declined to bring-to, whereupon he fired a shot which killed one man and wounded another. Saldanha thereupon declared that he considered himself Walpole's prisoner, and turned his vessels towards Europe. Walpole, in great perplexity, followed him, until he was within 500 miles of Scilly, when they parted company and Saldanha went to Havre. These proceedings were regarded with indignation in Great Britain, the enemies of the Government asserting that, in spite of their declarations of neutrality, they had proved themselves partisans of Dom Miguel. Debates were raised in both Houses, Lord Palmerston in the Commons making his first great speech in condemnation of the Duke's foreign policy. It is significant that Wellington should have written to Lord Aberdeen in a private letter: "In respect to Portugal you may tell Prince Polignac that we are determined that there shall be no revolutionary movement from England or any part of the world."$69/m

Popular TWO:The Premier was at this time subjected to a great mortification in being compelled by the House of Commons, and public opinion out of doors, to cancel the appointment of the Marquis of Londonderry as ambassador to St. Petersburg. A deep sympathy with the oppressed Poles, and an abhorrence of the unrelenting despotism of Russia pervaded the public mind in the United Kingdom. The Marquis of Londonderry had distinguished himself by sympathies of an opposite kind, and had characterised the Poles as the Czar's rebellious subjects. It was generally felt that England could not be fairly represented at the Court of St. Petersburg by a man of such well-known sentiments. The press was loud in its condemnation of the appointment, and Mr. Sheil brought the subject before the House of Commons by moving that an Address be presented to his Majesty for a copy of the appointment. As Lord Stanley declared emphatically against the selection of the noble marquis for such a mission, it was evident that if Government had gone to a division they would have been defeated. Sir Robert Peel therefore gave way with a good grace, stating that the appointment had not been formally made out; and though the House seemed to be interfering unduly with the Royal Prerogative, he would not advise his Majesty to persist in it. The motion was then withdrawn, and when Lord Londonderry read the report of the debate in the papers next day, he immediately sent in his resignation. In announcing this in the House of Peers, he said: "Having but one object, and that to serve the king honestly and to the best of my ability, were I to depart from this country after what has passed in the House of Commons, I should feel myself, as a representative of his Majesty, placed in a new, false, and improper position. My efficiency would be impaired, and it would be impossible for me to fill the office to which I have been called with proper dignity or effect. Upon these grounds, I have now to announce that no consideration will induce me to accept the office which his Majesty has been graciously pleased to confer on me."$99/m

Before returning to the progress of the French Revolution, we must pass a hasty glance over the affairs of the Netherlands and the north of Europe. On the accession of Leopold, the brother of Joseph, a sweeping change was made in Austrian policy. Leopold had ruled his dominions, as Grand Duke of Tuscany, with remarkable wisdom and benevolence. He had introduced many admirable reforms, and had abolished the punishment of death��a grand example to the other nations of Europe, and proved to be as sound as it was striking by its results. He now made haste to assure the Netherlanders that all their grievances should be redressed, and their old charters and constitution restored. There had always been a considerable party in favour of the Imperial Government, and this party was now greatly increased by these wise assurances, which were relied on from the known magnanimous character of the Emperor. A Congress met at Reichenbach to endeavour to make a peace between Austria and the Sultan, and this was accomplished by the mediation of Britain, Prussia, and Holland, backed up by the threat of an immediate invasion by Prussia, which was instigated by Pitt. The Ministers of the three Powers that had brought about this peace of Reichenbach, next guaranteed to Leopold all the possessions of Austria in the Netherlands, on condition that he should restore all the ancient privileges and constitution. On the other hand, the democratic party had a congress of the United Belgic States, and this congress, infected by the French Republican principles,[374] declared still for independence, in which they were at first encouraged by the democrats in France. Lafayette reverted to the idea of a republic in the Netherlands, which should form a barrier between Austria and France, in case that Austria should attempt to invade France and crush the Revolution, as appeared probable. Dumouriez was sent to Brussels to inquire into the real state of the Netherlands, as the Belgians had sent deputies to Paris to make certain overtures. The result of Dumouriez's inquiries was so extremely unfavourable that the French Government gave up all idea of meddling in Netherland affairs. To Dumouriez, Van der Noot, the leader of the revolutionary party, appeared a regular adventurer and impostor, the people to be ignorant and bigoted; and the army, though full of courage, yet destitute of good officers, money, clothing, and discipline. Dumouriez, therefore, shrewdly concluded that France had better make no present engagements with the Belgian reformers, but leave the destinies of the country to be decided by the Congress at Reichenbach, where the British, Dutch, and Prussian Ministers had guaranteed the restoration of the government to Leopold, on the renewal of the ancient institutions. Here again Pitt's foreign policy was completely successful. Leopold easily crushed the rebellion, and, having crushed it, proceeded to carry out the conditions of the Convention of Reichenbach.Leave was given to bring in the Bill by a majority of 188; the numbers being 348 for the motion, and 160 against it. This astounding result was the signal for pouring into the House a flood of Protestant petitions, which, in the interval between the first and second reading, amounted to nearly 1,000; but an organisation like the Brunswick Clubs could easily get up any number of petitions. Considering the number of parishes in England, it is surprising, not that the number was so great, but that it was not greater.
